Drug-Free and Recovery-Friendly Are Complementary Goals
A strong workplace substance use program can protect safety, maintain clear expectations, and still support employees who seek treatment and recovery.
Drug-free workplace practices provide structure, accountability, and appropriate testing. Recovery-friendly practices provide a pathway for employees to obtain help, demonstrate stability, and return to work when appropriate.
Shoreline works at the intersection of these goals, helping employers respond to substance use concerns with objective evaluation, appropriate monitoring, and practical guidance focused on both workplace safety and long-term recovery.

Frequently Asked Questions
Workplace substance use concerns can raise questions about testing, evaluation, monitoring, return-to-work planning, and the appropriate role of medical professionals. These answers provide a general overview of how Shoreline can help Florida employers navigate common situations.
-
First, ensure the result is appropriately confirmed and, when applicable, reviewed by a Medical Review Officer rather than relying on a point-of-care screening result alone.
Once the result is verified, the more difficult question is often what to do next. The employer may need to decide whether the employee can safely continue in their current role while the situation is being evaluated, particularly when safety-sensitive duties or other high-risk responsibilities are involved.
Depending on the employee’s role, workplace policy, prior history, and surrounding circumstances, next steps may include an independent substance use evaluation, treatment recommendations, temporary work restrictions, return-to-work criteria, or a structured monitoring plan.
Shoreline can help employers move from a positive test result to a practical, medically informed plan that supports workplace safety, appropriate accountability, and a responsible path forward.
-
Return-to-work monitoring is a structured plan used to help determine whether an employee is maintaining stability after treatment or a substance-related workplace concern. Depending on the situation, a plan may include randomized drug or alcohol testing, clinical follow-up, documentation of compliance, and periodic reporting to an authorized employer representative.
Florida’s Drug-Free Workplace statute specifically contemplates follow-up testing after certain employee assistance or rehabilitation programs and, when required under that framework, provides that the employee should not receive advance notice of the testing date.
-
An independent evaluation may be useful when an employer needs more information than a drug test alone can provide. Common referral questions include whether a substance use disorder appears to be present, whether treatment or additional evaluation is indicated, and whether—or under what conditions—the employee may be able to safely return to their current role.
The evaluation can also help inform whether temporary restrictions, monitoring, follow-up testing, or other return-to-work conditions should be considered.
-
Reasonable-suspicion testing is testing based on specific, objective observations or other credible information suggesting that an employee may be using substances in violation of workplace policy. Florida law identifies examples such as observable signs of impairment, abnormal or erratic workplace behavior, significant deterioration in performance, or credible reports of drug use. Employers operating under Florida’s Drug-Free Workplace framework should also document the circumstances supporting the decision to test.
-
A Medical Review Officer, or MRO, is a licensed physician who reviews confirmed drug-test results and evaluates whether there is a legitimate medical explanation for the result. Florida law describes the MRO as a physician knowledgeable about substance use disorders, laboratory testing procedures, and chain-of-custody procedures who interprets confirmed positive results in light of relevant medical information.
-
Yes. Services can be structured around an employer’s existing resources rather than requiring a complete replacement of its current program. Depending on the need, Shoreline may provide independent evaluations, MRO services, monitoring, medical consultation, or return-to-work guidance while coordinating with an existing laboratory, collection provider, EAP, treatment provider, or other professional.
-
The two approaches can be complementary. A drug-free workplace establishes clear expectations around safety, substance use, testing, and accountability, while a recovery-friendly workplace creates a responsible pathway for employees who seek treatment, demonstrate stability, and are able to return to work appropriately.
The goal is not to reduce workplace standards, but to combine those standards with a structured, medically informed response when substance use concerns arise.
